DOMESTIC

In 2005 the government introduced electrical safety rules into the Building Regulations for England and Wales. This was sectioned as Part P. We are Part P approved though the NICEIC.

What does this mean to me?

By Law any work that you are intending to carry out on your property as a home owner or landlord involving:

  • Building control
  • New build
  • Installation of a new circuits
  • Replacement of a fuse box (consumer unit)

…must be notified to your Local Authority building control.

There are two ways this can be achieved..

Either..

1. Tell your local authority building control about the work before it starts...OR..

2. As a government approved Part P scheme registered member, employ Smarts Electrical Services to design, install and certify the installation.

The benefits to you of employing Smarts Electrical Services - Registered Electricians

  • You will not need to pay building control charges for the inspection and testing of the installations
  • We will provide the certificate that confirms the work meets Building Regulations
  • Through the NICEIC you have access to a formal complaint procedure and a guarantee of the work carried out
  • You will have had safe electrical installation work done, as the work will meet the UK national standard, BS  7671 (Requirements for Electrical Installations).

If you choose to carry out the work yourself or employ an Electrician who is not registered on the government approved scheme, and you do not notify Building Control of such work you will be committing a criminal offence. Local Authorities can make home owners or Landlords remove or alter any work that does not meet the building regulations.

TESTING

TESTING AND INSPECTION

An electrical installation will deteriorate with age and use. It should therefore be inspected and tested at appropriate intervals to ensure the condition of the installation is satisfactory and safe to use. These safety checks are referred to as 'periodic inspection and testing' or more recently 'electrical installation condition report'. We are able to carry out these reports on all types of installations or single circuits as required by you the customer.

A periodic inspection will highlight:

  •  If any overloading is likely on your electrical circuits
  •  Lack of earthing and bonding
  •  Potential risk of electric shock
  •  Any fire risk that may be evident
  •  Electrical work that is defective or substandard.
  •  Thermal Imaging reports

Together with a full schedule of test results the report gives your electrical installation a valuable documentation.

How often is a periodic inspection required?

There is only guidance and maximum periods to determine how

Recommended Testing Frequencies:

If you choose to carry out the work yourself or employ an Electrician who is not registered on the government approved scheme, and you do not notify Building Control of such work you will be committing a criminal offence. Local Authorities can make home owners or Landlords remove or alter any work that does not meet the building regulations.

General installation:

  • Occupied home 10 years
  • Rented home 5 years or  change of occupancy
  • Industrial Factory/Warehouse 3  years
  • Commercial property 5 years or change of occupancy
  • Offices/Shops 5 years

Buildings open to the public:

  • Church 5 years
  • Places of public entertainment  3 years
  • Public houses 5 years
  • Village halls/Community centres 5 years

Special Locations:

  • Agricultural and horticultural 3 years
  • Caravan Parks 1 year
  • Caravans 3 years
  • Construction sites 3 months

The frequency of inspection may be different to that stated above if the competent Inspector recommends a specific period, taking into account:

  •  The use and operation
  •  The frequency and quality of maintenance
  •  The external influences to which it is subjected
  •  The age of the installation.

P.A.T Testing:

Portable Appliance Testing (PAT) is the testing and examination of electrical appliances and equipment to ensure they are safe to use. A visual inspection can find most defects with appliances and the user should take responsibility for visually checking the appliance, its cord and plug. However, it is also essential to undertake controlled tests on the appliance using specialist equipment and understand the results obtained.

We at Smarts Electrical Services are fully trained and hold the relevant equipment to undertake your PAT testing needs.

FAQ

Q. Does my house need rewiring?

A. Probably not, a good guide is the type of wiring that’s has been used. As long as the cable is PVC Insulated, then its post 1960, If its lead, rubber or a paper type then it would be advisable to take a further look e.g carry out an Electrical Installation Condition Report (see Testing)

An Electrical Installation Condition Report, will highlight any dangerous conditions and/or departures from the current wiring regulations. (BS7671 IEE Wiring Regulations)

Q. Does my fuse box need upgrading?

A. Fuse box also known as Consumer Unit will only need replacing if it is :

  • Damaged and dangerous
  • Constructed with a wooden base (normally brown in colour)

Q. Why does my trip switch keep tripping?

A. Depending on what the switch is ‘MCB’ (miniature circuit breaker) or ‘RCD’ (residual current breaker) or RCBO (residual current breaker with overload).

  • An MCB will trip under overload condition
  • An RCD will trip under fault condition e.g earth fault
  • An RCBO will trip under overload or earth fault condition

These devices are a huge improvement on the old re-wirable fuses that most domestic properties had installed. Although they may appear to be a nuisance when they do trip for no apparent reason, they are proven to save lives and yes there will be a fault with some part of the wiring or appliance somewhere that made it trip..
